the tower portion of the tower of london was built to facilitate pedestrians crossing whilst the bridge was up allow the passage of tall-masts ships.  turns out by the time the bridge was completed there weren't many ships making their way that far up the Thames causing the bridge to raise, and often people waited till the bridge came down instead of traversing the several storey climb with their parcels.
